What does that (“Unique users in ACL”) actually mean? I assumed it meant user specified in an individual ACL, but I am showing 3 users used in billing, but none of my ACL’s are using more than 1 user (or group/tag/etc).
Number of unique users in the ACL as a whole. You have a group with named users or named users in a particular rule and that counts.

I wish Tailscale documents were a bit more consistent. In some places they refer to it as a ‘Policy’ file, and in others it is the ‘ACL’.
That led me to the conclusion that the “acls” portion of the Policy file was the ‘ACL’. I now know that the entire file is called the ACL, which has cleared up my confusion.
